The organizers of the 11th Gay Games, which will take place in Hong Kong this year, had envisioned a showpiece event that would generate money and position Hong Kong to the world as a welcoming and active city that welcomes LGBT tourists at a moment where the country is squeezing down on all forms of sexuality as well as gender-based expression. Instead, a series of bureaucratic hurdles caused the Games in a less slender form than organizers had hoped.
